The Premise

I realize there is a lot to read. If you are not interested you don’t have to read. This explanation is in place so that I don’t need to explain so much during the presentation, which would be more confusing for you. If you have any questions write a comment and I will respond promptly.

The basic point of this game is to simulate real action and real drama in the Police Force and on the streets.

Setting
The game will take place in a controlled (or even created) city environment. There will be 200+ extras being paid to, for 30 days, do their own thing in the city. They will all have homes that they will go to at night, and jobs that they will work in the day. The city will basically be a 4-8 block sector split into 4 parts by a major intersection of Pewter St. and King St. in the middle. Like the Truman Show, this area will be created to mimic real life.

Teams
Robbers:

There will be a total of One Million dollars worth of goods spread throughout the city. The robbers will be trained for a short time on how to steal from the shops and banks and such, and what exactly to steal. For Thirty days they will be required to steal as much of that worth as possible. The team, at the end of thirty days will split the winnings with all remaining members. Because they have to split the money, there could also be some backstabbing required to earn a larger share. They will be able to eliminate each-other, but as long as it is not too early to hamper their stealing abilities. They must try not to be killed/eliminated because if they are they can not get back into the game. The robbers will be able to kill cops, but they will lose 2,000 for every civilian they accidentally kill. If a robber is arrested and brought to jail, there is a possibility for jail-break although it will be very difficult.

Cops:

Their job is to protect the goods, as well as arrest the ten robbers. They will not have any idea who the robbers are, but there will only be ten people out of 200 stealing, so it will not be impossible to get some leads. They will receive 25% of all the money that isn’t stolen, or that is recovered from raids, but will also receive 75,000 for every robber they arrest. They will not get any money for killing a robber. They will also have to split the money with all remaining members at the end of 30 days. Cops however will not be able to kill each-other off, because if they kill a cop or a civilian for that matter they will be immediately eliminated from the game. Once money is recovered by the cops it is impossible for the robbers to recapture it.

Private Investigators:

These guys’ only job is to find the robbers or their hideout all by themselves. They will report directly to a certain secret staff member and that person will put a raid into motion. The people doing the raids will have the same rules as the cops but will be classified as extras, so it is possible for the robbers to get away. The private investigators will receive 100% of the money that is recovered and 100,000 for each robber that is arrested because of their information. The PI’s will not however have any weapon or way of eliminating robbers by themselves. They must be very sneaky because they need to avoid the eyes or suspicions of the robbers they are pursuing. If the robbers catch on, then they have the ability to eliminate the PIs. Because money is not gained during the game but given to the PI's at the end whatever money they would recieve will not be kept if they are eliminated. The money will not go to anybody.

Buildings
Police Station: The home base for the Cops. They will not have homes, but will have beds in the station. This is where they will receive notifications if an alarm goes off. They have four police cars at their disposal, but must obey certain speed limitations. If they are able to retrieve stolen goods they must place these goods in their safe vault which cannot be stolen from. So once goods are placed in the vault, they cannot leave until the end of the game.

Hospital: If a player is injured (by paintball) and is not mortally wounded, they can attend the hospital and be “healed.” They will not be able to leave until 24 hours after their arrival no matter the seriousness of the injury. The police are allowed to enter the hospital and can arrest and eliminate any robber that is being “healed.” That is why the robbers have a certain place they can go to get healed by an individual in the residential area not identified to the cops.

Residential Areas: The houses for the extras. All the extras as well as the Private Investigators will live in these houses like normal people live in their houses. They can hang out there while they are not working, and they will have a curfew and will be required to sleep in the houses.

Shops and Stores: The extras will run these shops during the day. They will actually have merchandise that can be sold to the extras. But it will only be small amounts. Each store will have a vault which the robbers can attempt to steal from using varying methods. Some stores will have guns and the shop-owners have the ability to shoot at anyone who attempts to steal from them. But if the shop owners are shot, they are eliminated just like everyone else, and will not be able to protect their store. It will be more efficient for them to try and contact the police.

Office and Industrial Buildings: These buildings will contain the majority of the extras. Lots of money or no money at all could be gained from attempting to rob these buildings. It will be up to the robbers’ discretion whether or not to steal from the large buildings.

Elimination
Until I think of something better, we will use paintball guns as a means of total elimination from the game. If someone is shot in a place where they would die in real life, they are eliminated. There will be judges walking around following the action, as well as cameras everywhere to determine what is happening to the major players. An official will immediately tell the person when they have been shot to stop doing what they are doing. If it is in a serious place they will be required to stay where they are until the action is over and then they will leave the game. There will also be a couple of aid stations throughout the city. If a person is say shot in the leg, they will be informed they have half an hour to reach an aid station, but another person from their team will have the escort them. Robbers do not have to go to the hospital for they will have their own personal doctor but he is tucked away at the edge of the map. If they don’t have enough time, they can go to the normal station, but they risk being arrested. If they do not make it to an aid station in time they will be eliminated.

Example of what could happen in the course of the game:
Day One: Robbers steal 10,000
Day Three: Robbers steal 200,000
Day Five: PIone recovers stash of 100,000
Day Seven: Cops arrest Two robbers, Kill one robber and lose One cop= 150,000
Day Nine: Robbers steal 100,000
Day Eleven: PItwo recovers 20,000 and leads to the arrest of one robber
Day Thirteen: Cops try and catch robbers but lose two cops instead
Day Fifteen: PIthree is killed
Day Seventeen: Cops retaliate by recovering 150,000 and arresting two robbers=187500
Day Nineteen: PIone recovers stash of 20,000
Day Twenty-One: Cop kills civilian, eliminated
Day Twenty-Three: Robbers steal 250,000
Day Twenty-Five: Robber kills robber
Day Twenty-Seven: Robber kills cop and robber
Day Twenty-Nine: PIfour recovers 120,000 and captures one robber

Robbers:
10,000+200,000-100,000+100,000-20,000-150,000-20,000+250,000-120,000=150,000
The one remaining robber gets 150,000

Cops:
Recovered=150,000=37,500
Not Stolen=440,000=110,000
Arrests: Four=300,000
Total: 447,500
The five remaining Cops get 89,500 each
